An administrative tribunal here has directed the state's Public Works Department to produce entireproceedings of the Departmental Promotion Committee (DPC) before it, in a matter pertaining tothedelayed promotion of a PWD employee.
The bench comprising Justice V K Sharma, Chairman HP AdministrativeTribunal and Prem Kumar, MemberAdministrative, during the Tribunal's Mandi circuit today directed Secretary, PWD, HP government and Superintending Engineer, PWD's electrical wing Shimlato produce the entireproceedings of the DPC before it in the third week ofMarch.
As per the case, Mitter Devwas serving as a 'T-Mate' in the Electrical Wing of PWD, when he was promoted to the post ofJunior Technician inNovember 2002, whereassome of persons who were unqualified were promoted to the post of Junior Technician in the month of July the same year.

Afterwards the case was transferred to High Court of HP in the year 2008 when theTribunal was wound up by the government and the matter remained pending before the high court.
Now after the Tribunal resumed functioning, this matter was again transferred to it and was listed today for hearing.
During the hearingit was argued that theapplicant shouldhave been promotedbythe Departmental Promotion Committee which was held earlier but some other persons were promoted.
The Tribunal after hearing ordered that entire record pertaining to the twomeetings of the DPC to be produced before the Tribunal.
