Hundreds of government teachers assembled at exhibition crossing in the heart of the city and tried to march towards the nearby Civil Secretariat, officials said.
However, police intercepted the employees led by senior leader of Joint Consultative Committee (JCC) Qayoom Wani and used water cannons to disperse them, the sources said.
They said at least 15 protesting employees were also detained and lodged in different police stations.
JCC, an amalgam of various employees' organisation, announced a fresh programme of agitation on Monday after its talks with the government over various demands failed.
Accusing the government of resorting to delay tactics to meet the employees demands, the JCC has called for state-wide protests on October 10 and 'secretariat gherao' on October 15, a spokesman said.
JCC is demanding enhancement of retirement age from 58 to 60 years, removing of pay anomalies, regularisation of ad-hoc and daily wagers and payment of 6th Pay Commission arrears.
