"In these bodies those who have real interest and knowledge of the subject should be included and required funds and infrastructure should be provided. Only then the best results can be produced by them. Without doing this, it will not be possible to achieve the objectives for which the authorities have been created," he said.
He viewed that industrial disasters could not be managed and controlled only by governments.
To manage them, people and non-governmental organisations (NGOs) can work hand in hand, he further said.
Patil said in some countries, disaster management authorities have been established with a view to frame policies, and put in place, systems that can be useful in managing the disasters in the best possible manner.
