Mohapatra, who floated OJM within the BJD four months after being suspended from the regional outfit, alleged that disrupting tactics were being adopted by the BJD leadership and the state machinery to foil their proposed rally.
"You have already misused police by keeping my house surrounded for the last seven months and tapping my phones illegally. You may kindly realise that there are limits to such unscrupulous and undemocratic actions by the state machinery," Mohapatra wrote to the chief minister.
Copies of Mohapatra's letter to Patnaik were forwarded to the Chief Secretary, Home Secretary, Director General of Police, Commissioner of Police, Bhubaneswar and media.
Accusing Patnaik of asking BJD MLAs to stop people from their constituencies from attending the rally as reported in the media, Mohapatra said this has created a situation by now, in which threat, intimidation, illegal restraint and plans of obstructing vehicular movement are being bandied about to stop the supporters of OJM from reaching the rally.
"If sufficient number of people are able to reach the rally in spite of all these evil designs, plans are afoot to create serious disturbances and law and order situations in and around the venue of the rally," Mohapatra claimed.
Mohapatra urged the chief minister to direct the commissionerate of police to ensure that rally passed off peacefully and take action against all disrupting elements irrespective of their political and administrative status.
Reacting to Mohapatra's letter, panchayati raj minister Kalpataru Das on behalf of the BJD said: "Allegations are false and baseless. It is another ploy of OJM leader to make such allegation."
