Congress president Rahul Gandhi Tuesday charged the Modi-led government with interfering in the functioning of institutions like the Election Commission and CBI, as he also accused the Prime Minister of giving Rs 30,000 crore, which is "one year's spending on MGNREGA scheme", to help Reliance's Anil Ambani.

Hitting hard at the BJP's ideological mentor, he said being an RSS man is sufficient qualification to be governor or vice chancellor.

Gandhi addressed a series of rallies in Mizoram where Congress is making all efforts to hold its lone fort in the North-East. The party is in power in the state since 2008.

Elections to 40-member Mizoram assembly is slated for November 28.

Reiterating his allegations of corruption in the Rafale fighter places purchase, he said Prime Minister Narendra Modi has "robbed" public money and used it to buy publicity.

The government has denied the opposition party's allegations on the fighter jet deal with France.

"The Modi government is interfering in the functioning of the Planning Commission, RBI, CBI and Election Commission. Four judges of the Supreme Court said they could not do their jobs due to government interference," Gandhi claimed.

In January, four senior-most judges of the Supreme Court -- Justices J Chelameswar, Ranjan Gogoi, M B Lokur and Kurian Joseph -- called a press conference to say the situation in the top court was "not in order". Gogoi is now the chief justice.

"To be governor or VC of a university, being an RSS man is sufficient qualification," Gandhi said.

"Narendra Modi personally gave Rs 30,000 crore to Anil Ambani. That is the amount for one year's spending on MGNREGA in the entire country," Gandhi said addressing an election rally at Champhai earlier in the day.

Alleging that Modi himself finalised the deal at Rs 1,600 crore per aircraft against UPA's Rs 526 crore with conditions "to give the contract to Anil Ambani instead of PSU firm HAL", Gandhi said the negotiation facts between India and France were divulged by the former French President.

"That is where Narendra Modi got all the money for his marketing. Remember, when you see Modi on TV next time, it is the money of you and Indian Air Force," he said at Champhai.

Gandhi slammed the state's principal opposition party Mizo National Front (MNF) for allegedly working with the BJP in the Mizoram elections.

"RSS and BJP understand that this is the only opportunity for them to enter Mizoram and destroy its culture. They know that they are unlikely to win the next (Lok Sabha) elections," Gandhi said at Champhai rally.

He lamented that the Mizo political party is opening the gates to enter the RSS ideology into Mizoram.

"It is sad that an organisation like MNF is helping the BJP and RSS in its attempt to destroy the culture, language, heritage and history of Mizoram... Only Congress people can fight the divisive ideas of BJP," he added.

Stating that the Congress wants India to be ruled by its different people with different ideas, languages, cultures and places, he alleged BJP and RSS believe that only one ideology should be imposed on all by destroying others' cultures, languages and expressions.

"That is why they are putting RSS people in every single Indian institution. They are putting RSS people as Governors and attacking the RBI, Election Commission and CBI. It is because if they lose elections, they will have their men in the institutions," he charged.

Gandhi said the Indian people will not allow imposition of one culture and know that different people have different cultures, views, ideas and languages in different states.

Highlighting the 10-year rule of Congress government under iChief Minister Lal Thanhawla, Gandhi said the economy of the state had progressed a lot with almost doubling of per capita income during this period.

"We will make Mizoram as the gateway hub of Eastern India and create 11,000 new jobs in next year," he added.

Hailing the people of Mizoram, the senior Congress leader said the state has shown the country how to move from an era of violence to an era of peace and development.

"I am happy to say that the Congress government under Lal Thanhawla has done tremendous economic development and upgraded the lives of people of Mizoram. In 2008, the per capita income was Rs 57,000 and today it is Rs 1.15 lakh. It is 20 per cent more than the national average," he added.

Gandhi said he thanked YMCA, MZP, students, civil societies and the special role of churches for bringing people together for the development of the state,

Gandhi also recalled his visit to the tiny hill state with his father, former Prime Minister Rajiv Gandhi, in 1987.

"In 1987, my father drove around Mizoram. I came with him that time. I want to do the same after elections. I want to come to Mizoram, drive around and meet people here," he added.

He said the relationship between his family and Mizoram is beyond party politics and urged the people of the state to feel that one of their family members stay in Delhi to do all their work.
