Tamil Nadu won the first two sets comfortably but faced resistance from Services in the third set before emerging 25-18, 25-18, 27-25 victorious.
In other men's section matches, Uttarakhand overpowered Punjab 3-0, Gujarat defeated Chandigarh 3-1, West Bengal thrashed Madhya Pradesh 3-0, Karnataka drubbed Assam 3-0 and Andhra Pradesh beat Bihar 3-0.
In the women's section, Railways hardly broke a sweat as they toyed with Himachal Pradesh in a 25-06, 25-09, 25-09 win.
In other women's matches, Tamil Nadu beat Haryana in a hard fought match 3-1, Rajasthan overcame Delhi 3-1 and Punjab thrashed Bihar 3-0.
