Rajapaksa was in Kilinochchi and Mullaithivu where he was present when over 120,000 people displaced from each district were resettled in their own original settlements signalling the end of resettlement.
Nearly 300,000 civilians had been displaced by the final phase of the government's military campaign against the LTTE.
He travelled to Vellamullivaikkal in Mullaithivu the site of the final battle between his troops and the LTTE.
"There should be no discrimination in development. That is why we put extra effort and investment into develop the north," Rajapaksa said.
He said his government accords high priority to the areas affected by over three decades of fighting.

The entire electricty supply network to the north was devastated during the 30 year conflict when the LTTE battled to carve out a separate Tamil homeland.
