Legislators should try to be prudent while participating in debates on floor of the House and strive for taking up healthy discussions for the good of the society, Deputy Leader of Opposition in the Rajya Sabha Ravishankar Prasad said here today.
"No member of the House should speak without preparation.
An MLA should refrain from speaking on every issue and try to visit the library of the Assembly to enhance his/her knowledge", Prasad said at the concluding ceremony of the two-day training camp for the newly-elected MLAs in the Chhattisgarh Assembly this evening.
The orientation was meant for the 52 newly elected first-time legislators of Chhattisgarh Assembly in order to be well acquainted with parliamentary practises and procedures.
"The legislators should raise the issue of their respective regions based on facts and should pick out the issues before they wanted to speak upon. A good speech of 5-7 minutes is more effective then chaotic discussions of 50 hours", the senior BJP leader said.
He also suggested the members to carefully listen to the speech of senior members of the House irrespective of their party affiliation.
During the orientation, the legislators were asked to read at least five newspapers a day and pick up subjects.
Chief Minister Raman Singh, Chhattisgarh Assembly Speaker Gaurishankar Agrawal, the Leader of Opposition TS Singhdeo and Parliamentary Affairs minister Ajay Chandrakar were present on the occasion.
After 23-day break, the first session of the fourth Chhattisgarh Legislative Assembly will resume on February 3 and is likely to end on February 26.
The session, which had begun on January 6 was to conclude on January 10. However, the sittings of the session were later extended for tabling Budget for 2013-14 and discussions on it.
"The chief minister, who holds the finance ministry, will table the Budget on February 8", an official here said.
