RCS directs HPCA to seek ADC approval for decisions

The Registrar, Cooperative Societies (RCS), has passed orders restraining Himachal Pradesh Cricket Association from taking any major decisions on its own, saying that the sports body must get all its proposals approved by the Kangra Additional Deputy Commissioner.

The above decision comes as a fresh blow to HPCA after RCS served a show cause notice on the controversial cricket body.

RCS has reportedly told HPCA not to conduct any activity or take any decisions without ratification by the Kangra ADC until it files its reply to the show cause notice.

HPCA has been given 15 days' time to reply to a notice as to why it should not be taken over and have an administrator appointed to ensure it functioned like a society for promotion of cricket.
 

Sources said the show-cause notice was primarily based on alleged violations by HPCA of Sections 44 and 41 of the HP Societies Registration Act, 2006.

"We have now told HPCA that it cannot take any major decision without informing the Kangra ADC. Consequently, the cricket body will have to get all its decisions, resolutions ratified by the ADC," said RD Nazeem, Registrar, Cooperative Societies.

Kangra ADC Rohan Thakur said, "I won't be sitting in their office for day-to-day control, but HPCA would function under my supervision for 15 days till the reply to the show-cause notice is filed."

The vigilance department and Anti-Corruption Bureau had filed a case of cheating against HPCA on August 1 this year.

Sources said the main issue was over whether HPCA could change its status from a society to a company without government consent when it had been provided 49,118.25 square metres of prime land by the government in Dharamsala for the construction of an international stadium.

HPCA press secretary Mohit Sood, when contacted, said, "The show-cause notice is unjustified as the matter is sub-judice. We are taking a legal opinion and will decide the future course of action in due course".

Meanwhile, coming out in support of HPCA, Rajeev Nayyer , the world record holder for the longest first-class innings (1,015 minutes batting ), today said that the sport body's president, Anurag Thakur, was making serious efforts to take promote cricket in HP.
