President of HSP in Dharamsala, Subhash Sharma, claimed the two states owe Rs 4,460 crore for the supply of electricity from Himachal.
"Even the Supreme Court has ordered for this payment, but the political interest of the ruling party in the state is preventing it from taking such steps," he said.
Sharma claimed around Rs 10,000 crore is due as arrears of electricity supply to Himachal from the states of UP, Punjab, Haryana, Rajsthan, Madhya Pradesh and others.
