Refund fees, don't retain certificates: UGC to univ, colleges

The UGC today said it has received complaints that universities and colleges collect in advance full fee from students who have to forfeit it even if they don't join and asked institutions to follow the norms in this regard.

In a letter to Vice Chancellors, UGC Secretary Jaspal S Sandhu also said there were complaints that institutions also retain the original certificates of candidates.

The University Grants Commission (UGC), in its letter, referred to a public notice issued by it in 2007 in which it had opined that retaining original certificates and forcing retention of admitted students limited the opportunity of candidates to join other institutions.
 

It had asked educational institutions to maintain a waiting list and in case a student chooses not to join, admit the next in line while deducting a processing fee of not more than Rs 1,000 and refund the rest amount.

The UGC had also asked institutions to not retain original certificates of candidates.
