The recommendation was made last week after a CBSE's inquiry committee conducted inspection of the Army Public School here to probe allegations made by art teacher Mangla Bhatt and a staffer Meena Devi.

Bhatt in her complain to the CBSE had alleged that she was sexually harassed by the principal in November 2010 and when she raised her voice for justice, her services were terminated last year and five witnesses including Meena Devi were also removed from the school.

"The committee observed that the school has not constituted sexual harassment committee at work place strictly as per the direction of the Supreme Court," Bhatt said at a press conference quoting the CBSE letter.

In the letter issued on May 15, the CBSE recommended that all such teachers/staff who were removed on unjustified charges should be reinstated and they should be paid full arrears of pay and if management have any serious allegation the school should conduct afresh inquiry in a very judicious manner.

The school should constitute the sexual harassment committee and refer Bhatt's case afresh to the committee and transfer the Principal Rajeev Kumar Singh to some other school till the inquiry proceedings are over, the letter said.

"When I raised voice against the injustice, my services were terminated. The principal also threatened witnesses and their services were also discontinued but we did not sit quiet and complained to the CBSE and the Defence Minister," she said.

In April last year, Mangla filed a FIR in the local police station here and the police filed the chargesheet in a local court in November.

When contacted, defence spokesperson said the order will be examined.

"After study of the order, it would be forwarded to the authorities of Army Welfare Education Society for direction. The school follows rulebook of the society," he said.

Meanwhile the People's Union for Civil Liberties (PUCL) activist Kavita Srivastava said that they will go to the school management tomorrow to ensure compliance of the CBSE order at the earliest.
