Immediately after the incident, the UP government ordered an inquiry into the stampede and asked the Railways to make proper arrangements to clear rush of devotees.
Bansal had yesterday ruled out that the stampede was caused due to the breaking of foot-over bridge's railing at platform no 6.
Taking moral responsibility for the stampede, UP Cabinet Minister Mohammad Azam Khan resigned as in-charge of Kumbh Mela.
Javadekar, however, attacked Khan for his remarks that the incident had taken place outside the Kumbh Mela premises.
"The stampede is a grim reminder of the lackadaisical approach of the government in taking effective and pre-emptive measures to avoid such a tragedy," he said.
The BJP spokesman said the congregation held 12 years ago was better-managed when Rajnath Singh was the Chief Minister of the state.
