Subramanyam, now retired, was directed by the Bombay High Court in April this year to conduct an inquiry into allegations levelled against seven IPS officers by Chitra Salunkhe, the former vice principal of Siddharth Law College.
The retired DGP has, however, recommended advisory note to be issued to two senior IPS officers for non-application of mind and casual approach while dealing with complaints filed by Salunkhe against Bishnoi. The two officers are Additional Commissioner of Police (Traffic) Brijesh Singh and Additional Director General of Police M M Rathod.
Apart from Maria, the officers who have been cleared of the allegations are - Nagpur Joint Commissioner of Police Sanjay Saxena, Additional Commissioner of Police (West) Vishwas Nangre Patil, Additional Director General of Police Pankaj Gupta and Additional Commissioner of Police (Special Branch) Naval Bajaj.
Regarding Brijesh Singh, the retired DGP said in his report that Singh, during his tenure as deputy commissioner of police in 2006, falsely informed Salunkhe through letter that inquiries into her allegations against Bishnoi and Siddarth Law College's principal I A Inamdar were conducted and action has been initiated against the culprits.
"I find this communication misleading and false and it seems to have been prepared and sent in a casual manner by Brijesh Singh. I, however, do not find that the same has been done out of any malafide intention but there is clearly a casual attitude displayed by him. I recommend the state government to issue an advisory note to Singh on this issue," the report states.
Rathod, during his tenure as Superintendent of Police, Protection of Civil Rights Cell, had to inquire into the allegations and send a report to the National Schedule Caste Commission. The officer, however, simply forwarded the report prepared by the then DCP Naval Bajaj. (MORE)
