Claiming that there is a growing sense of unrest and frustration among the paramilitary troops, a body of retired paramilitary personnel has demanded a separate service and pension rules for them.
All India Central Paramilitary Forces Ex-servicemen Welfare Association has written letters to Prime Minister Manmohan Singh and Home Minister Sushilkumar Shinde in this regard.
General Secretary of the Kerala-based association P S Nair alleged that there is a "deliberate discrimination" against the paramilitary troops and "gross injustice" is meted out to them by the bureaucrats.
Referring to a Group of Ministers' observation that paramilitary forces are distinct from the Army and cannot be treated on par with the civilians, Nair wrote, "These irresponsible acts on the part of bureaucrats and government accelerated the unrest and frustration amongst the Paramilitary men further."
Demanding separate service and pension rules, he said, "There is no justification in regulating the service of CPMFs under the CCS Rules which deprived them benefits/concessions being enjoyed by serving and retired military personnel."
Nair also claimed that the head of paramilitary forces who come on deputation from state police forces are least bothered about the welfare of CPMF troops.
"The heads of paramilitary forces are not the officers of paramilitary forces. They are on deputation from state police and least bothered of the welfare of paramilitary men as it does not affect them any way," he wrote in another letter addressed to "all political leadership and trade unions" of the country last week.
