Under the aegis of Roadways Employees Joint Struggle Committee, they tried to march towards the residence of Chief Minister Bhupinder Singh Hooda at Bapu Park.
The protesters broke the barricades but were prevented by police from heading towards Hooda's residence.
The agitators announced 'chakka jam' on February six if the state government did not address their grievances.
Leaders of roadways employees said the state government was planning to give 3,519 permits to private bus holders.
