Romania plans referendum on killing stray dogs

The mayor of the Romanian capital says there will be a referendum on whether thousands of stray dogs should be euthanized after a 4-year-old boy was killed by a stray this week.

Sorin Oprescu said today that the date for the referendum will be decided tomorrow.

According to animal welfare authorities, some 1,100 people were bitten by stray dogs in Bucharest in the first four months of 2013.

President Traian Basescu called on the government on Tuesday to pass a law that would allow for stray dogs to be euthanized, saying "humans are above dogs.
