House proceedings were adjourned indefinitely today in Uttarakhand assembly, following ruckus caused by the main opposition BJP, which demanded urgent debate over the rape and murder case of a minor girl, for the second consecutive day.
Amidst the uproar, Chief Minister Harish Rawat announced that the school of the 7-year-old victim will be renamed in her memory and a memorial built as a tribute.
As soon as the Assembly proceedings began today, BJP members led by opposition leader Ajay Bhatt appealed to Speaker Govind Singh Kunjwal to postpone all functions of the House including Question Hour and allow them to raise the matter under Rule 310 (adjournment motion).
Their request was turned down by the Speaker, following which BJP members entered the well of House and raised slogans against government.
Yesterday, the House proceedings were adjourned a number of times due to uproar caused by BJP which was demanding an urgent debate over the issue.
In an attempt to pacify opposition members, Chief Minister Harish Rawat said the government was saddened by the heinous incident and several police teams had been formed to nab the culprits.
Rawat said he had spoken to the parents of the girl who expressed the desire that the state inter-college in Pithoragarh should be named after their daughter.
He added that the family also wants a memorial dedicated to her to be erected at the spot where the victim will be cremated.
Rawat said the wishes of the girl's family will be fulfilled and added that he has issued directives to officers in this regard effective immediately.
The chief minister's announcement failed to pacify opposition members, who alleged that the government was trying to evade a discussion on the bad law and order situation in the state, following which the Speaker adjourned the House till 12.20 PM.
After the proceedings resumed, opposition members again stormed the well of the House. Meanwhile, the Speaker resumed the scheduled work, which enraged the BJP members who tore papers and started throwing it towards the Chair.
In the ensuing chaos, the government passed five Bills after which the Speaker adjourned the house indefinitely.
Following the adjournment, BJP members staged a protest outside the Assembly and raised slogans against the government.
Bhatt, during the protest, said the government is avoiding a discussion on the incident of rapes of minor girls which will not be tolerated by the BJP.
The victim, a resident of Pithoragarh, was visiting Haldwani to attend a marriage when she went missing on November 20. Five days later her mutilated body was found in the forest.
