Addressing a series of election meetings in various wards, Tewari, an MP from Ludhiana, said since the state government had no money because of its own "fiscal profligacy" it could impose punitive taxes on people.
The SAD-BJP coalition has advanced the elections so that it can easily impose tax after the polls, the Congress spokesperson said.
He said if the government took this step before the polls, it could have hampered the electoral prospects of the ruling combine.
Tewari alleged that people were crying for basic civic amenities like water, power, proper traffic management, drainage, street lights and other basic things.
He regretted that Ludhiana was the worst managed city in terms of traffic.
