Odisha govt hiked salary for teachers in govt, aided private schools

It will cause an additional burden of Rs 129 crore to the state exchequer

Odisha govenrment on Tuesday hiked the salary of teachers and employees of government aided privately managed 3,701 schools by 25 per cent, which will cause an additional burden of Rs 129 crore to the state exchequer, official sources said.

The teaching and non-teaching employees of the privately managed High School, Madrasa, Sanskrit Tolls and UPME Schools coming under Odisha Education payment of Grant-in-Aid Order-2013, will receive enhanced Grant-in-Aid at the rate of 25 per cent of their emoluments as on May 31, 2015 with effect from June 1, 2016, school and mass education minister Debi Prasad Mishra told reporters.

The announcement came after the revised Grant-in-Aid Order 2016 got the approval of Chief Minister Naveen Patnaik. A ministerial sub-committee under the chairmanship of finance minister and five other ministers and officials was formed to look into the demands of teachers.
 

This apart, the minister said three percent annual increment will be granted on the enhanced emoluments to such employees for each completed year of service. The first such increment shall be effective form June 1, 2017. A total of 31,500 teaching and non-teaching employees of the 3,701 schools will be benefited due to revised Grant-in-Aid Order-2016.

It includes 28,848 teaching and non-teaching employees of 2,608 privately managed High Schools, 272 of 39 Sanskrit Tolls, 1,832 of 926 nos of UP (ME) Schools and 548 of 138 Madrasa.

According to the resolution the private managing committees will be provided with funds to support a new social security scheme for the first time to enable them to cover these employees under Employees Provident Fund Scheme.

The detailed modalities in this regard will be formulated by making a scheme in consultation with the finance department, Mishra said adding that as an interim measure, an ex-gratia of Rs 2 lakh will be released to the next of the kin of any employee covered under Grant-in-Aid 2013, who dies while in service. In case of permanent incapacitation, an ex-gratia of Rs 1.5 lakh will be released in respect of such employees.

"It has been estimated that the state government have to bear an amount of Rs 129.26 crores due to this enhancement," Mishra said.
