A vacation bench of justices Deepak Verma and S J Mukhopadhyaya refused to entertain the special leave petition filed by two rival contender - Brahlaer and DIS who had lost the tender for the project as they did not meet the conditions stipulated by the Central Public Works Department for commissioning the project.
The new system will have facilities for digital conference, simultaneous interpretation, automatic voice vote recording, voting display system, digital recording and transcription.
German based Brahlaer and Thailand's DIS Company had challenged the nearly Rs 6.4 crore project awarded to Bosch, contending that the tender conditions were "tailor-made" to benefit the latter and eliminate the other two from the race.
In fact, the existing system was set up by Brahlaer which claims to be the world's leader in the product for having established its system not only in Indian Parliament and Prime Minister's house but also in the United Nations, Vigyan Bhawan and various states' legislatures.
The CPWD (Central Public Works Department) had floated a tender in May 2009 for supply, installation, commissioning and after-sales service of digital audio-conferencing system in Lok Sabha replacing the existing system installed about 18 years.
