Yogendra Nath Misra was returning home on his bike when a speeding car hit and killed him on the spot near Hussainpur village, police said.
The villagers blocked roads and staged a dharna.
Circle Officer (City) rushed to the accident site and persuaded the villagers to lift the blockade.
The car driver was arrested.
