Manipur Governor Najma Heptulla today said the Bharat Scouts and Guides movement has been instrumental in strengthening "communal harmony and secularism" among the youths to progress forward.
Speaking at an award function ceremony held at Raj Bhavan, Heptulla said the movement is vital to shape the character of a youth.
Congratulating the 16 Scouts and 13 Guides Rajya Puraskar awardees, Heptulla remarked "the movement is very efficient and voluntary which has engaged in building a progressive society.
