A national office-bearer of the party having a background of winning polls and having the courage to function without patronage or pressure should be appointed as Chief National Organizer of Congress' front organisation, Seva Dal, a party leader has said.

The issue has been flagged by Navneet Kalra, national coordinator of the All India Seva Dal in a letter to Congress leader Jagdish Tytler who is in-charge of the front organisation. Copies of the letter have also been sent to Congress President Sonia Gandhi, among others.

In his letter, Kalra alleged Seva Dal, which was once called the backbone of Congress, is now "almost defunct" and one of the reasons is a lack of national level experience in some of the current national office bearers of the organization.

Whenever Congress Seva Dal has been strengthened, Congress has got a boost and the party should pay serious attention to this issue.

Demanding that reins of Seva Dal be handed over by Congress to a hard-working political leader, Kalra also demanded the national chief organizer should be appointed initially for three years and then if he gets 75 per cent success, he should be given an additional two years.

He said new posts should be created for Seva Dal people not exceeding 21. He further suggested that if necessary, amendments be brought in the party Constitution. He also demanded appointment of trainers.
