Sibal's attempt is significant given the fact that he had managed to break the logjam in the Budget session after nearly two years, ensuring passage of six Bills.
Leader of Opposition in the Lok Sabha Sushma Swaraj, TMC leader Kalyan Banerjee and AIADMK leader M Thambi Durai attended the meeting among others.
Sources described as "path to progress" the outcome of the meeting and indicated that some more rounds of deliberation could be held.
The measures which form the bedrock of Sibal's higher education reforms are-- Higher Education and Research Bill, Educational Tribunal Bill and the National Accreditation Regulatory Authority for Higher Educational Institutions Bill.
The sources said Sibal tried to clear the air about some appehensions raised by Opposition on the floor of the House especially about the national accreditation regulatory authority bill, which has been dubbed as "constitutionally invalid".
Sibal, however, side-stepped questions about the outcome of the meeting.
The HRD Ministry has decided not to push the legislation allowing foreign education institutions to set up base in India in the current session of Parliament.
There are seven Bills that are pending in Parliament. The ministry proposes to introduce two more -- the Indian Institutes of Information Technology Bill and the Central Board of Secondary Education
