Union Minister for Small, Micro and Medium Industry V B Singh led the Congress campaign, whereas Chief Minister Prem Kumar Dhumal took charge of the BJP's electioneering.
The BJP government is responsible for the lack of development in Shimla and it has failed to properly utilise JNNURM funds for the process, Singh said addressing a series of public meetings in various parts of the city.
The former chief minister asked party workers to remain vigilant as BJP could indulge in "rigging".
Singh accused the BJP government in the state of posting state officials as per its whims and fancies.
Dhumal addressed meetings in half a dozen wards and appealed to people to remove Congress from the SMC.
Calling for a change in SMC, Dhumal asked the electorate to vote for BJP to boost development in Shimla.

The SMC is controlled by the Congress since its inception in 1986. The party has swept the five Municipal Corporation polls held so far.
