A social activist today requested the Uttar Pradesh Governor to direct the state government to remove Vigilance Secretary and Vigilance Director contending that the appointments were against the rules.

Activist Nutan Thakur gave a representation to Governor Ram Naik requesting him to remove the two officers from their posts.

In her six page representation, she quoted various provisions of IAS and IPS Cadre Rules 1954, which state that only cadre officers could be posted to the various cadre posts given in the IAS and IPS Fixation of Cadre regulations.

She said in Uttar Pradesh the post of vigilance director was for a DG level IPS officer, while vigilance secretary was a cadre post for IAS officer.

Thakur said Vigilance Director Bhanu Pratap Singh was an ADG rank officer holding the post since January 2015, even as the state presently has 14 DG rank IPS officers.

Similarly, she said Vigilance Secretary S K Raghuvanshi was a retired IAS officer presently posted as an Officer on Special duty who has been given the sensitive post against cadre rules.
