Haryana Chief Minister Manohar Lal Khattar today said a Social Audit System would be implemented in every gram panchayat to make them more accountable and transparent in executing various schemes and ensuring people's participation in the development of the state.
"This would bring quality change among Panchayati Raj Institutions," he said while speaking at the inaugural function of a three-day training of Trainers Programme, at Nilokheri in Karnal district.
The Chief Minister said there is a need to constitute a committee of about 10 persons in every village to check what kind of development is needed, what the requirements are and how people could help in carrying out development works.

Former sarpanches, ex-panches, ex-servicemen, graduates, post-graduates, doctors and engineers could be included in these committees, Khattar said.
Intensive training would be given under this programme to accelerate the pace of development works in villages and effective implementation of government schemes in rural areas, the Chief Minister said.
Khattar said the entire country is appreciating the state government's vision of educated Sarpanches.
Haryana had last year fixed minimum qualifications and other criteria for those contesting the Panchayat elections.
He said it is a matter of pride that during Panchayat polls, the contesting candidates had constructed 51,000 new toilets and deposited a huge amount by repaying loans of cooperative banks and outstanding electricity bills, which were among the conditions imposed on them.
"This money would hasten the pace of development," Khattar said.
Speaking on the occasion, Panchayats Development Minister, O P Dhankar highlighted the strategy of training the newly elected panchayat representatives.
Important issues would be included in the training programme like provisions of the Haryana Panchayati Raj Act, duties and responsibilities of elected representatives, plans for Golden Jubilee Year, rural development programmes among others, he said.
Later, speaking after laying foundation stone of various development projects in Karnal worth about Rs 100 crore, Khattar said all unauthorised colonies would be regularised under prescribed criteria.
