Speaker refers Bill on Property Destruction to Select panel

Jharkhand Assembly Speaker Dinesh Oraon today referred the Jharkhand Property Destruction and Loss Prevention Bill, 2016 to the Select Committee in the wake of protests cutting across party lines.

When Rural Development Minister Nilkanth Singh Munda presented the bill saying its enactment was necessary to ensure strict action against those people and organisations resorting to vandalism and causing loss of public and private properties during bandh or other forms of protests, the opposition opposed it.

The leader of the Opposition Hemant Soren, Congress MLA Sukhdev Bhagat Jharkhand Vikas Morcha (Prajatantrik) legislator Pradip Yadav and several other opposition MLAs opposed the bill.
 

Some ruling MLAs also opposed it.

The Speaker then referred it to the Select Committee.

Earlier in the morning, the House was adjourned twice following a ruckus created by the opposition over different issues.

The Speaker pulled up the opposition members for standing up with their protests even before he spoke a word and reminded that their demands were taken notice of already.

Five other bills were passed through voice vote.

Meanwhile, after four days of disruption by the opposition, the second half was allowed to function today.
