Delhi High Court today said speed breakers constructed on public roads without authorisation or recommendation of traffic police and not conforming to prescribed norms are "unauthorised" and "should be removed within four weeks".
A bench of justices Badar Durrez Ahmed and Sanjeev Sachdeva issued the direction to the civic bodies - the three municipal corporations, public works department, the New Delhi Municipal Council, Delhi Cantonment Board and Delhi Development Authority - each of whom are responsible for maintaining the roads in the national capital.
The court directed the traffic police and the civic bodies to ensure that no speed breakers are constructed which do not conform with the guidelines of Indian Road Congress (IRC) and the Unified Traffic and Transportation Infrastructure (Planning & Engineering) Centre (UTTIPEC).
The court also observed that plastic or PVC speed breakers on the roads would have to go if they do not conform with the guidelines.
It also directed the agencies to put up signage, as per the guidelines, indicating speed breakers.
The bench made it clear that its directions "shall be strictly complied with" and warned that in case of non-compliance, it "would be constrained to take coercive action" against those responsible.
The court was hearing two PILs filed against construction of speed breakers unauthorisedly on the city roads without complying with the guidelines.
The bench listed the petitions on August 31 by when the authorities have to file affidavits indicating that they have complied with the court's directions.
