Centre had brought laws to contain labour exploitation, but the state governments are unable to implement effectively some of them, he said, inaugurating the labour conference, organised as a part of the three-day 35th anniversary conference of Markez, a muslim institution, in progress at Karanthur in Kozhikode district.

"We have laws abolishing child labour, but in many places violating the laws, children are being made to work forcibly," he said, emphasising the need for creating awareness against child labour.

Earlier, inaugurating a seminar, Kerala Public Works Minister V K Ibrahim Kunju lauded services of Markez in the educational, social and cultural fields.
