Danish Farooq Wani, a resident of Chattabal locality, was a "notorious stone-pelter", a police spokesman said.
"He is involved in a number of stone-pelting incidents and a petrol bomb attack (in different parts of the city)," he said.
Wani was produced before a court which remanded him in police custody, the spokesman said.
