Press Trust of India Jalalabad
Punjab Congress president Partap Singh Bajwa today alleged that undue interference by Deputy Chief Minister Sukhbir Singh Badal in the functioning of all departments has been hampering development of the state.

Addressing party workers here, Bajwa said Sukhbir was trying to prove his expertise in everything despite lacking in knowledge and experience, and quipped "he is jack of all trades but master of none."

Ministers of various departments have been reduced to 'dummies' who are made to sign on dotted line, he alleged.

This has led to a stalemate in the functioning of various departments and administrative secretaries have lost enthusiasm as only those files which are 'desired' by Sukhbir are cleared, he charged.

Bajwa said interference by Sukhbir in the functioning of Industry department has caused irreparable loss to the state.

"Though the industry portfolio was with a BJP minister, Sukhbir was taking all decisions right from transfers of officers to framing the state's industrial policy," he said.

The Congress leader alleged that ministers and department secretaries are shifted on the whim of Sukhbir.

Sukhbir himself has been inaugurating all development projects in cities, he alleged, adding that the deputy chief minister had recently visited Turkey to study transport system and garbage collection system but didn't take along the local bodies minister.

Sukhbir has become the chairman of the cabinet committee on the Food Security Act, bypassing Food and Supplies Minister Adesh Partap Singh Kairon, he alleged.

Bajwa said Sukhbir, who was holding two key portfolios of home and sports, has proved a failure. Law and order situation has deteriorated and crime graph has risen in Punjab in the past few years, Bajwa alleged.
