"We appreciate Annan's peace initiative and we support his plan," Syrian ambassador to India Riad Kamel Abbas told reporters here.
Abbas, however, alleged that some Western and Arab countries were supporting Annan's plan on face but supplying weapons and money to armed terrorists under the table.
His remarks came a day after Annan said he had agreed on a new "approach" with Syrian President Bashar al-Assad to stop the violence, which opposition claims has killed more than 17,000 people.
The Syrian envoy also praised India's position of opposing any foreign intervention in his country.
"We appreciate Indian position... India is committed to Syrian sovereignty," he said, adding "India sticks to its policy of non-intervention. Syria respects India and understands its position as well."
Abbas described Syria as "mini-India" with diverse culture and secular identity.

"Syria is the only secular Arab country. It's like mini-India with diverse society," he said and dismissed the perception that his country is facing a civil war.
"There is no civil war in Syria. Armed terrorist groups are killing innocent people and putting blame on government to make it look like a civil war," he claimed.
"It's a conspiracy against Syria.... Syria is suffering from armed terrorist groups like al-Qaeda, who are receiving weapons and financial support from abroad," he said.
"What is happening in Syria is an attempt to change the regime.... There is no real revolution.... It's terrorism.... People from countries like Afghanistan, Pakistan, Libya, Saudi Arabia etc are fighting in Syria," he said. MORE
