Raising the issue during Zero Hour, NK Singh (JD-U) said, "Bihar Government had made a request for a Central University in Motihari. However, while the proposal was pending, a decision was taken by the Centre to open it in Gaya. Now it has become a controversial issue."

He said Sibal during a discussion in Rajya Sabha on April 30 had said he will take a decision on the issue after talking to Bihar Chief Minister Nitish Kumar but two days back there was no reference to it in a written reply to a question in the Upper House.

The issue has created an impression that the Centre wants to set up the University in Gaya, Singh said seeking a clarification from the Minister.

Sibal then said an agreeable solution would be arrived at. "I would like to place on record, I had a very constructive discussion with Bihar Chief Minister Nitish Kumar. We discussed at length and at the end Kumar said discussions will continue. Both of us will agree to a solution which most of us will agree," Sibal said.

Earlier, Ali Anwar Ansari (JD-U) said the central government was trying to create differences among people of Bihar on the issue.
