"Such inhuman acts cannot be tolerated in a civilised society," Tarigami said.
He expressed anguish over the incident in which Hilal Ahmad Dar was killed in Army firing on Tuesday night and claimed that no concrete action has been taken in such incidents, which have occurred in the past as well.
"The state continues to witness sporadic unfortunate incidents of human rights violations; it was necessary that the government must act and act firmly against those responsible for such heinous crimes," he said.
"No rhetoric but concrete measures to stop such unfortunate incidents, is what the people demand," he added.
While the Army claims Dar was killed in an exchange of firing with militants, the family of the deceased have alleged that he was taken into custody before being shot dead in cold blood.
Defence Minister A K Antony has ordered a probe in the case.
