State party secretary M Y Tarigami also wondered over Sushilkumar Shinde's statement on the withdrawal of AFSPA from Kashmir, saying that the Union Home Minister should "explain what he perceives from the criteria 'complete peace, quite and calm' in Kashmir?"

Shinde had yesterday said that AFSPA cannot be "withdrawn unless it (the state) is quite and calm".

In a statement, Tarigami said, "Times have changed so has the graph of insurgency in Kashmir. Need of the hour is that government should seriously think over revocation of draconian laws, no doubt initially from few districts of the state."

"It would be a positive step toward maintaining peace and calm in the valley. There is no need of such laws in the state, where it has furthered alienation," he claimed.
