Jaswinder Singh was arrested, while his friend and main accused Bijender is still absconding, they said.
The incident took place on Sunday when Joginder Singh Matharoo and his son Bijender Singh blocked the complainant Veer Singh and the victim Vijay Kumar from clearing the drain.
"Vijay Kumar intervened and he tried to pacify Bijender Singh and his friend Jaswinder Singh but both of them became aggressive. Jasvinder Singh caught hold the deceased Vijay Kumar and Bijender stabbed him," a police official said.
