Telangana Bill tabled in AP Assembly amid din

The draft Andhra Pradesh Reorganisation Bill-2013, that provides for creation of a new state of Telangana, was finally tabled before the legislative Assembly today amid uproar by legislators favouring and opposing it.

On the instructions of Speaker Nadendla Manohar, Legislature Secretary S Raja Sadaram laid copies of the draft Bill on the table of the House and read out the reference of President Pranab Mukherjee sent to the state on December 12.

While legislators from Telangana cheered the tabling of the Bill, those from coastal Andhra and Rayalaseema regions tore the copies in protest and anger.

The President had referred the Bill to the state Legislature for expressing its views by January 23.
 

The Bill was tabled under Article 3 of the Constitution.

The Speaker then announced that the draft Bill was tabled as per Chapter 16 of the Assembly Rules.

After a liberal translation, copies of the draft Bill in Telugu and Urdu have been made available to the members, the Speaker said before adjourning the House for half an hour.

The draft Bill is also being made available on Legislature's web site http://www.Aplegislature.Org

The Telangana issue rocked the Lower House for the second day pushing it into a stalemate as members from either side of the regional divide stalled proceedings, leading to its adjournment for an hour.
