Tihar prison authorities have instructed jail superintendents to strictly adhere to the blood relation policy while lodging inmates in the complex.
"It has been observed that despite clear directions with regard to lodging of prisoners under blood relation policy, proposals for transfer are being forwarded to Police headquarters in a mechanical manner," Additional IG (Prisons) Mukesh Prasad said in a recent circular to all jail superintendents.
Under the policy, if two brothers with their names starting with 'R' and 'S' are to be lodged in the jail, they are to be kept together in the prison where inmates with names starting with the latter alphabet are incarcerated.
The conduct of the inmates should also be kept in mind while considering them for application of the blood relation policy, he said, asking the jail superintendents to meticulously follow the instructions.
