In her letter, Tirath said the very heinous incident had pained her and it had also raised questions about the functioning of government regarding the safety and security of women.
"I would like to share my concern regarding handling of the incident. The identity of the victim should not have been disclosed and appropriate rehabilitative measures like counseling and medical assistance should have been provided immediately," she said.
According to her, if the police had intervened in a timely manner, the incident could have been averted.
"I strongly recommend that this case is taken up to its logical end through fast track court and the culprits are punished for the offence at the earliest," she said.
Asking Gogoi to personally look in to the matter, Tirath said that the National Commission for Women had submitted its recommendations after conducting an inquiry and hoped that the state government would take appropriate action on the these.
