TN govt depts told to draw up plan for NE monsoon preparation

The Tamil Nadu government has directed officials of police and fire and rescue departments to draw up an action plan as part of its initiative to take precautionary measures ahead of the northeast monsoon season.

The move comes in the backdrop of the Madras High Court's order yesterday, directing the state government to constitute an advisory committee under the state Disaster Management Act within 15 days.

DMK Chief M Karunanidhi had also urged the government to take steps to avoid another flooding in the city.

A District Disaster Management plan headed by each District Collectors was prepared, in which the police department and other stakeholders of the district administration would play a key role in the ensuing monsoon season, an official press release said.
 

Recalling the floods that occurred in December last year, in which over 400 people lost their lives, it said, "Police personnel need to be trained and kept in readiness for deployment under short notice."

The government also directed the Fire and Rescue department to chart out a plan of action under the District Disaster Management Plan in order to respond to any type of disaster, the release said.

"Vulnerable areas should be identified and classified based on the nature of problems, while special attention has to be given to low-lying areas that are prone to flooding," it said, adding, officials should available upon short notice and they should avoid going on leave.

"The Fire Services Control room should be linked to the District Emergency operations centre and will constantly be updated regarding weather and field conditions," it said.
The police department should prepare a detailed traffic

plan so that personnel and equipment can be moved to affected areas for emergency rescue and relief operation, the release said.

"Necessary instructions must be issued to all field police officials to work in close coordination with other stakeholders in district administration and take all necessary actions in case of any eventuality," it said.

The police control room should be linked to Control Room of Greater Chennai Corporation and it will be constantly updated regarding weather conditions.

"A senior police officer should be posted in the control room during the monsoon season and a communication plan containing contact details of all deployed and key personnel be prepared and made available," it said.

The officials must be sensitised on the importance of assigned responsibilities and it should be made clear that stringent action will be taken in case of any laxity, the release added.
