Tamil Nadu Governor K Rosaiah today said all efforts must be taken to ensure that the state is "absolutely ragging-free," in the academic year 2013-14.

Though Anti-Ragging Committees, squads and Monitoring Cells have been constituted in many districts and universities, it was imperative that these bodies were not only formed in all institutions but also perform effectively to achieve the goal of ragging-free state, Rosaiah said.

He was addressing top state government representatives, including Higher Education Minister P Palaniappan and Chief Secretary Sheela Balakrishnan, at the "Fourth meeting of State Level Monitoring Cell to eradicate the menace of ragging' at Raj Bhavan here.

District Level Committees should ensure that the educational institutions are made aware of the possible penal actions against the institutions in the form of withholding of grants by the UGC/state government.

He said many reports were "silent" on action taken on suggestions like toll-free numbers printed in students' identity cards for registering complaints and obtaining undertaking from them and their parents that they would not indulge in any kind of ragging activity.

"Most of the reports are silent on the action taken with regard to this. I wish to reiterate that the above measures are carried out in all the institutions without exception," he said.

Further, institutions should send quarterly report to district/university level committees which in turn have to send the consolidated report to the State Level Monitoring Cell, he said, adding, "only then will we be in a position to undertake proper monitoring.
