TNPCB says consent to KNPP only on compliance of conditions

In a counter affidavit in response to a petition by 'Fisherman Care', an NGO, the Board's joint Chief Environmental Engineer Mohan Naidu said the TNPCB by its proceedings on February 25, 2004, had granted its consent for establishing the plant under the Water(P and CP) Act and Air (P and CP) Act.

In its consent valid for a period of two years, the Board had imposed general and special conditions to the project proponent, the counter said. Only on compliance of the conditions, consent would be given to operate the plant, TNPCB said in the counter.

On the allegation that the Board had not personally inspected the nuclear plant, the counter said the District Environment Engineer and the Assistant Environment Engineer, Tirunelveli, had inspected the plant on May eight this year.

 

They were asked to provide details of the compliance of the conditions imposed in the consent order.

The Nuclear Power Corporation (NPC) officials had furnished that the compliance of the conditions, appended to the consent for establishment of the plant, was verified on the field by board officials.

Additional particulars regarding sewage treatment and effluent treatment plants at the KNPP were sought. These had been furnished, besides all the stipulated requirements had been complied with, the counter said.

The petitioner sought a direction from the Court to the Board's Member-Secretary to personally inspect the KNPP with a team of experts and then issue the order of consent to the NPC.
