Transparency, speed and effective implementation are three key factors for the success of any scheme, a senior officer in Prime Minister's Office said today.

Addressing a gathering at a function here, P K Mishra, Additional Principal Secretary to Prime Minister Narendra Modi, said in the last two years, government of India has taken path breaking initiatives like Swachh Bharat Abhiyaan, ease of doing business and Jan Dhan Yojana.

He said the ideas evolve over generation and how effectively an idea is applied to a particular situation, makes the difference.

Mishra said that the transparency, speed and effective implementation are the three important factors for the success of any scheme and he also highlighted the importance of technology for new schemes like Digital India and Smart City, an official statement issued by the Ministry of Personnel said.

He said all these factors pose a great challenge at the grass-roots level and training is needed to them, who interact directly with the people.

The officer was speaking after inaugurating the second National Symposium on Excellence in Training (NSET).

Sanjay Kothari, Secretary, Department of personnel and Training (DoPT), said the training earlier was focusing more on imparting information and never looked at attitudinal change.

"But now there has been a change in the attitude," he said.

Kothari said that the DoPT has undertaken a major challenge to change the mindset of the people and asked everyone to support in this endeavour.
