Trial courts in the capital should be like role model: HC

Taking lawyers as well as people for filth in various court complexes, Delhi High Court today said the complexes here should be like a role model so that the visitors have a pleasant experience irrespective of whether they win or lose a case.

A bench of justices B D Ahmed and Sanjeev Sachdeva also said if something new is being constructed for the welfare of court staff and visitors at the court premises, everyone should keep their place of work clean.

"It is seen that when something is built and high profile dignitaries are invited for inauguration, then it is decorated with flowers, but the same loses its beauty after a week and within a year that becomes the worst place and you can find dirt everywhere," the court said.
 

Both the lawyers and public are responsible for the "filth" generated in trial court complexes.

The observation came after the bench perused pictures placed before it with regard to lack of cleanliness as well as bad state of toilets at trial court's premises of the national capital.

The court asked the Public Works Department (PWD), which maintains the court's buildings, to give comprehensive affidavit with regard to development works it is carrying out at all the district court complexes here.

It also sought the presence of the representative of Bar Associations of the district court after the judge found that no one was present on their behalf.

"On next date of hearing if the representaive for the bar bodies are not here, we will conclude that they are least bothered about the cleanlinessnes of the court complex," the bench said and sought reply of all agencies by September 16.

During the hearing, the counsel for PWD told the court that they are only the executing agency and the work has to be assigned by the District Judge of each court.

"Building maintenance agency is someone else," PWD said, adding that it will give details before next date of hearing with regard to the work they are carrying.
