A tugboat 'Baaja 9', which had been deployed to prevent sea erosion, was on the verge of sinking off Ullal coast near Mukacheri here, police said.
A preliminary report said 33 workers were on board, police said.
The boat workers had repeatedly used explosives to draw the attention of rescue agencies.
The Coast Guard have been informed, the police said.
