Tuki for strict monitoring of flagship programmes

Arunachal Pradesh Chief Minister Nabam Tuki today asked top ranking officers to strictly monitor implementation of all state government flagship programmes as per guidelines in an impartial and transparent manner.

Attending a day-long workshop 'Emerging Challenges in Governance in Arunachal Pradesh' for field-level IAS officers, he said government welfare schemes depend solely on the administrative officers for implementation.

"Civil servants are the backbone of the government. While the political class forms policies, they implement these at the ground level. Therefore, the quality of governance depends on their capacity, sincerity and honesty," Tuki said and asked them to understand the socio-cultural aspect of the people to improve quality in service delivery.
 

Referring to transparency and accountability, he said Arunachal government has already enacted the Lokayukta Act 2014 which would not only curb the menace of corruption but also maintain accountability in delivery of public service.

Arunachal Pradesh, he said, was the only state in the northeast to take such bold step even as it implemented the provisions of Right to Information Act 2005 and Citizens Charter to ensure transparency in public services, he said.

The government is determined to provide fixed and secure tenure to officers performing efficiently.

The state has already constituted Civil Services Board (CSB) for officers of Indian Forest Service this year. The board has started functioning and is mandated to provide fixed two year tenure to the officers in normal circumstances.

The CSB for IPS officers is already functioning and now the government is actively considering constitution of CSB for IAS officers.

"I have also given instructions to concerned departments to ensure timely filling up of annual performance appraisal report (APAR) of civil servants so that no one is deprived of their legitimate claim to further promotion in higher grade," Tuki said adding the SPARROW project of Ministry of Personnel, Public Grievances and Training had been fully implemented.
