On the complaint made by the girl's father, a case has been registered against Suramdeen and Rafi, police said.
According to the complaint, the parents of the girl went out to graze the animals on August 26. The girl's brother also left the house to deliver milk to consumers.
In their absence, the accused persons raped the 13-year-old mentally challenged girl in her house, they said.
