The two, Dibakar Jena and Jayasen Behera of Khairpauti, were arrested yesterday, sub-divisional police officer, Bhanjanagar, S C Jamadar, said.
The police were searching for other accused.
At least eight police personnel, including the personal security officer of the Ganjam SP had been injured in the attack at Khairaputi village last week, police said.
Police had fired teargas shells to disperse the mob who staged the day-long road blockade disrupting communication between Berhampur and Phulabani.
The situation in the village is tense but under control,. "At least three platoons (100 policemen) of armed forces were deployed in the village," the SDPO said.
